Unsanitary Conditions and Pending Homelessness, courtesy of Paul Mossman

Because Mossman has seized my licenses, bank accounts, passport etc eliminating the ability to earn consistent income I am forced to live in poverty and the abuse that goes with it.  

When I complained frequently about needing to be allowed to be self sufficient to avoid needing assistance I was refused the ability to recertify by Fran Brunelle, the Section 8 Adminstrator for Peekskill, New York.    Proceedings to evict me that could lead to homelessness are scheduled for June 3rd, 2014.  Below are a few emails I sent attempting to rectify the dynamics... more to follow.  I am really scared.  I NEED to be allowed to earn money without it being taken by CCDSS by policies implemented by Paul Mossman.

Regarding the inspection for 916 Main Street, 

The issue with the hot water is deliberate.  I was told by Bruno, his son Randy, and employees, 'Danny' and Caesar that if I want hot water I can pay rent.  Here is a link of me being told this https://www.youtube.com/watch?v=_bOd817ZUi8
It seems illegal to turn the hot water on and off at will and in an email correspondence from Susan MacNammee of Hudson Section 8 office stated payments were sent for my rent at 916 Main Street.  To date I still have not received an accounting update.

Also the area below continues to be a problem, attached is a photo taken May 26, 2014 showing garbage issue, also the 'ventilation' system continues to spew putrid air the staff smoke directly  in the doorway  to the stores kitchen below the only door to the apartment.   The bedroom, which is next to the door and above the garbage etc is unusable due to the smells and the kitchen is close by.  Over the last two months construction has been going on in the store until 4am and during the construction they are still serving food, which also surprises me, so the rancid smells coming through their oil caked filters has not stopped.  

This apartment does not seem like it passes HUD standards and I still really want to move.  

As you know, eviction brought by Bruno is on for trial June 3rd, I still have not received any denial letters per HUD regs and I need to move.    You felt strongly enough to hand deliver the recert and do a pop inspection regarding my complaints on May 28th regarding the issues and I have not heard back from you. The recert application requires I list the apartment I am in, I do not believe 916 Main Street is a healthy or safe place for me to live, how do I proceed? 
Again I ask, are you contacting the court to advise that the recertification is in process to avoid homelessness which is immediately pending.

This is very scary, please respond ASAP

Please note:
 I have a post office box due to the amount of mail that was lost/stolen etc via delivery to BnD deli, for that reason and the foulness and clutter in the walkway the mailboxes are in I do not check the box for apt B.  If the paperwork you stated you sent recently was dropped in the mailbox at 916 Main, that is why I did not receive it.  

Please advise that I can not contract to remain in the apartment in its current condition due to safety and health concerns, what is the plan is regarding that issue and how will that effect the eviction process?

Please do NOT knock on my door.  If I am being denied ADA accommodation please advise.

The apartment in its current condition is not one that is safe or sanitary to live in and has to be addressed before I can agree to live there.

Hello Fran,
Thank you for your attention to the issues affecting the apartment at 916 Main Street.  All four apartments are affected by many of the issues.
Sanitary conditions in the alcove below the apartment:
Attached is what the area looked like on Wednesday, which was bad enough, by this morning it is outrageous and the smell after a series of 80 degree days was making us all queezy.  Once I go through the photos I can provide you with a comprehensive picture though you can see and smell for yourselves. 
The area is accessible without tenant assistance.
Hot water:
In Feburary 2013 Inspector Godbee, Section 8, accompanied Jerry, co-owner/plumber, and repaired the hot water that I had not had since taking residence in February 2010.  Perhaps it is the same issue.
The area is accessible without tenant assistance. Once that is checked and potentially repaired please advise.

Mail:
The mailboxes were moved to the side of the building.  Bruno and his staff receive the mail and rarely distribute it.  I addressed the issue in writing with the post master, you were copied, the issue remains.

Re: the re-certification forms I have asked for since October 2013:.
Please mail them as previously requested, email is preferred.
 If traditional mail is used, due to the delay it creates, please alert the court that resolution is in progress to allow for a smooth adjournment or dismissal of pending eviction for non-payment due for trial on June 3, 2014 to avoid glitches at the 11th hour. 
Please advise when it is mailed to avoid unnecessary delays retrieving it.

Regarding the rent being paid to Bruno and the condition of the apartment:
   - There is zero hot water without turning up the heat above 80 degrees since February.  Bruno stated that if I wanted hot water I could pay.  How do we fix that?
   - The mail for the building is still being delivered to the store  and handled by the numerous employees. How do we get the mail delivered directly by the post office to our mailboxes?  It is my understanding that this request is also a federal regulation.
    - The area downstairs is a hazard with old oil festering on open barrels, pilings of garbage, and damp cardboard.  In addition it where the cigarette smokers congregate and it goes strain in the apartment..  This area is directly below the kitchen and what is meant to be the bedroom but is now unusable due to the smell as is the porch.  Putrid bacteria gets tracked around the living space; without hot water it's impossible be sanitary.  What can be done about this?
Also when recertification went awry it was my plan to move to another city what is the status of that, please?
